BOSNIA AND HERZEGOVINA COUNCIL OF MINSTERS APPROVES ANTI-DISCRIMINATION ACTION PLAN

The government of Bosnia and Herzegovina adopted on 26 April 2016 its first Anti-Discrimination Action Plans as well as launched the first Anti-Discrimination report with official data gathered from institutions.
Six out of thirty-two measures of the Anti-Discrimination Action Plan require institutions to undertake specific activities related to LGBTI rights. It is also important to emphasize that a good part of them are directly related to the rights of trans people.
More specifically the measures are to:

Initiate changes on health laws and allow access to gender reassignment surgeries to trans people;
Initiate changes of the Birth Register Books Law of Brcko District;
Amend Laws on Gender Identity and Anti-Discrimination of Bosnia and Herzegovina in order to clearly include sexual orientation and gender identity as grounds for protection;
Introduce trainings for judges, prosecutors, police officers and civil servants on discrimination of LGBTI people;
Initiate changes of criminal laws in Bosnia & Herzegovina in order to include hate crime regulation, covering sexual orientation and gender identity.

Activities will be implemented in 2016 with the involvement of ministries and institutions on state, entity and cantonal levels. Both documents are to be presented to the Parliament of Bosnia & Herzegovina.
Sarajevo Open Centre, as one of the organzations which has worked for its preparation and approval, say they are very proud of this action plan and they will continue working with the Human Rights Department and the Ministry for Human Rights and Refugees and provide support for all six activities.
