Background and Objectives: 
 
ERA – LGBTI Equal Rights Association for the Western Balkans and Türkiye is a regional network association of 80 member organisations operating in Albania, Bosnia and Herzegovina, Croatia, Kosovo, Montenegro, North Macedonia, Serbia, Slovenia, and Türkiye. Our main working areas are a) capacity development for our member organizations, b) national, regional and international advocacy, c) research and d) public campaigning. 
 
As part of our advocacy and research work, we intend to expand and increase the evidence base concerning public attitudes towards lesbian, gay, bisexual, trans, intersex, and queer persons in the countries of the Western Balkans and Türkiye. For this purpose, we are looking for a company to develop and implement for us a public opinion poll, including Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia, Serbia, and Türkiye, in order to provide us with empirical information on the understandings and views of the general public towards LGBTIQ+ people. The survey should provide the possibility also for LGBTIQ+ respondents to participate and share their experiences. The survey should collect inputs on perceptions about discrimination, violence, acceptance, family rights, and political participation. 
 
The results of this survey will help us and our member organizations to conduct evidence-based advocacy and campaigning work and to understand the impact of our movement’s work in the last ten years. 
 
Specific objectives:
 

To collect data on attitudes and opinions of the general public towards LGBTIQ+ people, and perceptions of LGBTIQ+ people in the Western Balkans and Türkiye, through a regional online survey which will focus on visibility and acceptance, safety, hate speech and hate crimes, legal, social, economic, political and family rights, gender rights and political representation and participation;
To produce a survey report including analysis of the findings and recommendations to decision-makers and other stakeholders for the improvement of the situation of LGBTIQ+ people in the Western Balkans and Türkiye;

Deliverables and Outputs: 
 

Consultancy meeting with ERA executive team to prepare for the Public Opinion Poll;
Develop a methodology for data collection and reporting, and communicate those with designated ERA’s contact people;
Prepare and translate the questionnaire and agree on the final version with ERA;
Organize data collection and analysis;
Prepare and present to ERA a draft report with the public poll findings;
Prepare a Regional Public Opinion Poll Report and submit it to ERA.

Technical Skills and Experience:
 

Experience in conducting large Public Opinion Polls;
Knowledge and experience of working in the Western Balkan and Türkiye;
Understanding and experience in working on LGBTIQ+-related surveys and polls;
Technical equipment for carrying out online research;
Proven experience in the preparation and interpretation of the research findings;

Timeframe: 
 
Public Opinion Poll to be carried out and report delivered before 31 December 2022.
