1) Background & Objectives

LGBTI ERA under the project FIER·ES seeks a service provider to monitor, analyse, and report on hate speech targeting LGBTI+ people across social and online media. The assignment aims to generate timely, actionable evidence that supports advocacy, public communication, safeguarding, and policy engagement. Monitoring will not be an end in itself: it will feed a structured data pipeline—from collection and classification to trend analysis and regular reports—so that insights are traceable, comparable over time, and usable by non-technical stakeholders.

2) Scope of Work

The service provider will provide an analytical service covering major online news sources and social platforms (e.g., X, Facebook, Instagram, YouTube, LinkedIn, TikTok, Reddit, blogs, forums, podcasts, Twitch, Pinterest, Bluesky, Snapchat). Within this environment, the Contractor will run unlimited ad-hoc searches and keywords (no data cap) based on a jointly agreed taxonomy of LGBTI+ and gender-related hate and discrimination (categories, target groups, severity).

Data collection will be continuous. Items captured by the system are to be classified, annotated, and enriched with AI-assisted summaries and insights (where helpful and reviewable). Alerting mechanisms (per-mention or threshold-based) must notify the team via email, or Microsoft Teams, when spikes, coordinated campaigns, or high-risk content emerge.

2.1 Monitoring Coverage

  • Online media: Digital news portals, websites, trending topics, etc.
  • Social listening: Online social media platforms such as X (Twitter), Facebook, Instagram, YouTube, LinkedIn, TikTok, Reddit, Bluesky, etc.
  • Ad-hoc searches and keywords.

2.2 Platform & Analytics (minimum capabilities)

  • Integrated platform for monitoring, research, comparative analysis, and user/asset management.
  • AI-assisted outputs: Summaries, classifications, and insight generation.
  • Alerts: Per-mention or threshold; Teams/email integrations.
  • Dashboards & reporting: PowerPoint, PDF, and interactive link; KPIs incl. reach, engagement; interactive charts.

3) Required Qualifications & Expertise

  • Proven experience in social/online media monitoring and rights-based/risk analysis.
  • Demonstrated expertise in hate speech and discrimination typologies and coding.
  • Capacity to deliver dashboards
  • Data protection compliance

4) Expectations

The selected Contractor is expected to ensure not only continuous monitoring and reporting, but also smooth onboarding and responsive support throughout the contract. Specifically:

  • Customer Support: Provide reliable support during the contract period for technical questions, troubleshooting, and user assistance. Support should be available via email and/or live chat during standard working hours.
  • Orientation & Training: Deliver initial onboarding and orientation sessions for staff to ensure effective use of the monitoring platform. This includes guidance on running searches, configuring dashboards, and setting up alerts.
  • Ongoing Assistance: Offer continued assistance with refining search queries, maintaining dashboards, and adjusting reporting tools, as needed.
  • Access to Resources: Make available relevant user guides, FAQs, and self-service resources to help staff independently operate the system.

These elements are considered essential for ensuring that the monitoring activity is not only technically sound but also usable and sustainable by the project team.

5) Timeline

  • September 2025 – Contract signing and inception meeting
  • October 2025 – Onboarding, orientation, and setup completed
  • October 2025 – October 2026 – Continuous monitoring period (12 months) with weekly briefs and monthly reports
  • October 2026 – Final delivery of data and conclusion

 6) Evaluation

Offers will be assessed, considering (a) methodological soundness and understanding of the LGBTI+ hate-speech focus, (b) platform capabilities and compliance with the minimum requirements, (c) relevant team experience and reporting samples, and (d) price and cost realism.
