Terms of Reference
for the production of high-quality campaign on access to justice for LGBTI+ persons in the Western Balkans
A. Background and Objectives
ERA – LGBTI Equal Rights Association for the Western Balkans and Turkey is a regional network association of 80 LGBTIQ+ organizations.
We are looking for a firm to design and implement a rights awareness campaign targeting LGBTI+ people in the Western Balkans with the goals to:
i) increase knowledge and awareness of their rights;
ii) encourage LGBTI people to use existing reporting mechanisms to report cases of discrimination and violence;
iii) build confidence in the justice sector by highlighting positive examples and efforts;
iv) provide LGBTI+ people with easily accessible resources relative to access to justice in Montenegro, North Macedonia and Serbia.
For that purpose we are seeking the services of a firm which will:
Develop and design a regional rights awareness campaign targeting LGBTI+ people in the Western Balkans (with special focus on Montenegro, North Macedonia and Serbia) using social media, with the above mentioned objectives in mind.
The campaign materials should be developed based on current understanding of the existing barriers and gaps in access to justice for LGBTI+ people in the region.
The campaign materials should use a multimedia approach (i.e. banner/posters, videos, podcasts) to engage LGBTI+ people using social media in achieving the objectives. The goal is to reach at least 200 LGBTI+ people in each country Montenegro, North Macedonia and Serbia
The campaign should strive to include voices from different stakeholders, including justice sector officials, like judges or Ministry of Justice representatives, where feasible.
All campaign materials should be available in relevant local languages and in consultation with ERA some materials should also be made available in English.
B. Methodology & Timeline
The campaign materials should be developed to include existing knowledge, facts, statistics and current understanding of the existing barriers and gaps in access to justice for LGBTIQ+ people in the region. The materials should include voices from different stakeholders, including LGBTIQ+ community members, activists, researchers, law enforcement, prosecutors, and justice sector officials like judges or Ministry of Justice representatives where feasible. All materials should be available within eight weeks from the date of signing the contract.
C. Final Deliverables
The firm should deliver to ERA the following materials:
Three animation videos, one for Montenegro, one for North Macedonia and one for Serbia with the aim to increase knowledge and awareness on LGBTIQ+ rights;
One set of infographics on increasing knowledge and awareness on LGBTIQ+ rights;
One video to encourage LGBTIQ+ people to use existing reporting mechanisms and to have more confidence in the justice sector. Universal for all countries of the Western Balkans;
One video to encourage the justice system to engage more on access to justice for LGBTIQ+ people. Universal for all countries of the Western Balkans
Organize the publication of six journalistic articles and op-eds (two per country – Mne, Mkd and Srb), to point out to obstacles or stories of success in accessing justice for LGBTI+ people. The authors and experts will be provided by ERA.
Suggest podcasts, online or media shows where ERA can take part and/or propose a structure for hosting podcasts by ERA with focus on access to justice for LGBTI+ people.
Throughout all this, the service provider will be supported by ERA team with providing guidance, information, contacts of potential participants and feedback in each stage of the campaign timeline.
D. Skills and Expertise
Extensive experience in production of high quality campaigns;
Knowledge and experience of working in Montenegro, North Macedonia and Serbia (as well as other countries of the Western Balkans region);
Prior experience in working on similar assignments and contexts (LGBTIQ+ and other human rights topics);
A team of experts who have appropriate skills and capacity to conduct the assignment;
Good experience in conducting interviews and collecting spoken statements and testimonials from different people (including professionals)
Ability to work under pressure and to respond in a timely and efficient manner to comments, requests and inquiries;
